Justinian
Emperor Justinian is a figure of the old histories, a man of great power and reach in the reign of Queen Theodora. To him is bound the tale of The Shahmeran, that mighty and perilous being pent beneath the Basilica Cistern since his day. The Blue Rider has wished for Justinian's death — proof that the emperor's legacy weighs upon the present still — and was astonished to learn that Justinian had been so long in the grave, as though his memory and his influence lingered in the world yet.
